The papal states already were pretty good, but I can imagine this patch doing them well. I imagine you won't even have to join the HRE, since italy is removed from the empiure anyway, so you could first focus on naples and then strike at the former HRE-member after they left the empire. A papal legate or apostolic legate is a personal representative of the pope to foreign nations, or to some part of the Catholic Church. He is empowered on matters of Catholic faith and for the settlement of ecclesiastical matters. The legate is appointed directly by the pope. Hence a legate is usually sent to a government, a sovereign or to a large body of believers or to take charge of a major religious effort, such as an council, a crusade to the Holy Land, or even against a heresy such as the. Dec 18, 2018 - With this suggestion, the Papal States are gonna be destroyed and reforged. Because at the start of EU4 Perugia is an example of the Occult.

Guys!

In new DLC Papacy is such a powerhouse I can't even belive in what I was able to achieve. I think its greatest power is in adaption to current political situation. Extremely rich lands let you farm free and use development system, whereas you are also able to strike and conqure land with much ease. Also, joining HRE allows you to get lands without dragging Emperor into the wars.

In my current game in 1530~ I managed to form 'The Kingdom of God', conqured whole Italy, got biggest trade power in Mediterrean, conqured every Ottoman's province in Europe and even further, fucked not-so-big-anymore Blue Blob.

Also my income is twice bigger than 2nd country (GB).

But the best thing about Papacy is that variety. You can go diplo game with strong allies, you can go 'high', you can go naval, you can go wide.

So much fun

'Do it. Just. Do. It. MAKE YOUR DREAMS COME TRUE'

Edit: Here are some screenshots after second war vs France. Unfortunately I had to slow down expansion a bit, because of rebels and Religious wars which changed religion all of my northern provinces. So around 10-15 years of farming and developing provinces. Fallout 76 mods pc. http://imgur.com/a/ZYEmE

Papal state, while favored by many, is Alarmingly unknown to new players, but this little state can potentially be the land of Space Jesus Marines who taxes really well.

First the military.

Papal State gets an event which grants them (one of the 3 choices) 5 Percent Discipline early on which lasts the whole game (you also get 5 Percent from NI).

Eu4 Holy Trinity

Also Papal State basically guarantees 100 Prestige (I had +5 prestige per year on 100 Prestige) through National Ideas, events, Kingdom of God decision and Government type which grants 10 Percent Morale both Land and Navy.

Plus 20 percent Manpower modifier from Kingdom of God decision and Swiss Guard Event.

So Overall, Papal States gets 10% Discipline, 10% Morale and 20% Manpower on the basic, and thus their military rivals pretty much most nations except Prussia/Brandenburg (pretty close to them though). With Offensive, quality and economics + Absolutism + Adviser, Papal State will have 133~135% Discipline.

Economy: with 100 Devotion and National Ideas, Papal State can have 50~65% Tax modifier, so as history suggested, Pope taxes very well (also you can sell bunch of holy stuff that grants like permanent bonus gold, useful in the beginning).

Overall, very fun nation, just gotta join HRE at the beginning and start eating Northern Italy. From there you can role-play as a fascist superpower that aims to burn all Heretics in the name of God Emperor(?).
